JSTOR is one of the few databases of licensed & copyrighted content that offers a small portion of its entire database freely to the public. If you Google JSTOR, Google sends you to either the small free version or to some other institution’s  entry page to the “full” for-fee database. 

To access any of the BCC library’s databases start at the BCC Library's page.

Once there, click on the Articles & Databases icon to get in. Choose  A-Z Databases, scroll down to JSTOR Databases. Now you can log in with your BCC/Peralta email address and password and access the database.
